Procurement of UN House Security - Relaunch

Scope of Services, Expected Outputs and Target Completion: Synopsis of Recruitment: The service provider shall provide security services and protection to the personnel, assets and premises of the United Nations Common House and parking facility. This shall include but not limited to the following: Access Control – The service provider personnel shall be tasked to prevent unauthorized access to the facilities, property, personnel and resources of the Common House. Access control is provided by an automated system operated by proximity card readers and two remotely operated gates for ingress/egress. The Common Access Control at the gates will be equipped with a walk-through scanner and baggage X-Ray machine along with handheld scanners. Visitors will be processed at the access control point and escorted to the respective agency. A visitor ID card will be issued, and visitors are always required to have it displayed. CCTV and/or Alarm system – A CCTV system with recording capability is installed and operational at the facility. The service provider personnel shall be tasked to monitor the Closed-Circuit Television (CCTV) system to prevent breaches to the perimeter of the facilities. X- Ray machine- The service provider shall be tasked to operate the X-ray machine at the main entrance of the Common House[ND1] [DJ2] . Perimeter Security - The perimeter of the facility is protected with a concrete fence reinforced with barb and razor wire at the top. Security personnel will be required to make regular checks to ensure the integrity of the perimeter is maintained. Additionally, events in the area of the facility require security personnel to ensure that there are no impediments to entering or exiting the facility. Patrolling - The service provider personnel shall be tasked to provide security to the exterior of facility, monitor the fences and protect the United Nations, Guyana owned equipment, using roving patrols where required. There will also be a requirement to escort visitors to/from offices within the facility. Prevention of the unauthorized removal of UN property – At each exit/entry point the service provider personnel shall be tasked to prevent the unauthorized removal of UN property. This shall entail a visual, non-destructive, and non-invasive search of vehicles as well as a search of hand carried items. Fire Drills – The service provider personnel shall be tasked to assist the staff at the facility in accordance with the United Nations Emergency Procedures, and also with the use of fire-fighting equipment prior to arrival of the Emergency Services. Medical Emergencies – The service provider shall ensure that all their staff are adequately trained in first aid to a required level to ensure that each and every security staff member can confidently respond to a medical emergency and shall ensure that the security personnel are adequately trained in their duties in the event of a mass casualty exercise[ND3] [DJ4] . Crime Scene Protection - The service provider personnel shall be tasked to mark and secure any scene of crime or incident, from unauthorized entry. Maintenance of Reports - The service provider personnel shall be tasked to track all incoming and outgoing UN personnel and Visitors in writing. In addition, the service provider personnel shall maintain a Daily Occurrence Book, detailing ‘occurrences’ and events which transpire during each shift.
